Europe’s energy transition requires not only the rapid expansion of renewable energy sources, but also effective mechanisms that enable end users to have direct access to green electricity. The “Accelerating Renewable Energy Purchases” project, implemented as part of the European Climate Initiative (EUKI), which aims to increase the capacity of local governments, small and medium-sized enterprises (SMEs), and energy communities to use renewable energy through Power Purchase Agreements (PPAs).
The project is being implemented in Poland and Croatia, and its activities focus on building the capacity of market participants, identifying regulatory barriers, and developing practical tools to support the implementation of long-term contracts for the purchase of energy from renewable sources.
Why are PPAs important?
PPAs are becoming one of the key instruments supporting the development of renewable energy sources in Europe. They allow energy consumers to secure long-term electricity supplies at predictable prices, while supporting the development of new renewable energy projects. For businesses, this means the ability to mitigate price risk, improve competitiveness, and achieve climate goals and ESG strategies. For local governments and energy communities, PPAs can serve as an effective tool for reducing energy costs and enhancing local energy security.
Despite growing interest in this model of energy procurement, many entities continue to face barriers related to a lack of knowledge, limited experience in negotiating contracts, and an ambiguous regulatory environment. The “Accelerating Renewable Energy Purchases” project addresses precisely these challenges.
Project Objectives
The main objective of the project is to enhance the institutional readiness of local governments, SMEs, and energy communities to enter into PPAs and participate effectively in the renewable energy market.
This objective will be achieved through:
- developing market participants’ knowledge and expertise regarding the operation of PPAs,
- raising awareness of the economic and environmental benefits of purchasing renewable energy,
- identification and analysis of legal and regulatory barriers hindering the development of the PPA market,
- developing practical tools to support the preparation and execution of contracts.
Key Actions
As part of the project, a wide-ranging program of educational and expert activities aimed at energy market stakeholders has been planned.
- Workshops, Training Sessions, and Webinars
Project participants will have the opportunity to attend specialized educational events covering topics related to the functioning of the energy market, the structure of PPAs, contract risk management, and the financial and regulatory aspects of purchasing renewable energy.
- Development of Standard PPA Documents
One of the project’s most important outcomes will be the development of a set of standardized documents and supporting materials that will help public and private entities prepare and negotiate power purchase agreements.
- Analysis of the Regulatory Environment
Project experts will analyze the current legal regulations in Poland and Croatia, identify barriers limiting the development of the PPA market, and make recommendations for legislative changes to support the wider use of this instrument.
